When to start pulling spinners?

At what water temperature do you start pulling spinners behind bottom bouncers to locate active fish?

we start dragging bottom with spinners in June here in central NY. our season opens May 6th and most of May we spend jigging the shallow weedy bays.

Here in Western Canada we start pulling spinners in mid May. Small blades and beads some days are a better ticket than rigs it seems. I do not think there is a time when it is too early to try anything.

I live out west and fish the Columbia River. Sprinners are pulled all year out here.
