Is there a throttle and steering friction you can set so you can let go of the tiller and it will stay set.

Yes to both questions. My 2000 9.9 four stroke has a throttle hold on the side of the tiller handle and you can tighten down the steering with the little level under the lift handle on the front of the motor.
