I think we might need a little more to go on here....can you give more information about the lake?
Does the lake have the usual structures (gravel beds, rock humps, flats adjacent to deeper water, rip-rap, etc.), and transition areas (gravel to sand, sand to weeds, etc.)?
How big is the lake? How deep does the lake get? Are there mud flats?
Is this a natural spring fed lake or is it part of a river system?
You said that the lake is up 9ft. What is it usually?

In short, can you describe the lake to us? It's my thinking that it might resemble a lake someone else fishes, and they can tell you what they do on their lakes to catch eyes.

I'm pretty sure someone will be willing to help you out here..;-)

I would try casting jigs in the newly flooded trees, weeds, or whatever. good luck,

In general I would fish shallow ( 15 ft. or less) with a slow moving bait due to the dirty water. Maybe a loud colored jig with a rattle on it to help the fish locate it. Flooded vegetation will be holding the baitfish, therefor walleyes should be close by.

Try casting a slip bobber up against the shore line bushes that are now partly under water.
