shim material

I am about to mount my VHF antenna. I was going to put it on my gunwale. The base is just a little too wide to fit on the flat portion of the gunwale. I could have it a little unlevel, but I am thinking about shimming it up a bit and having the base hang over the lip. What should I use? I prefer cheap, but mainly I don't want any problems.
