problems with Pursuit Rod holder company???

I ordered and rec'd a pair of Pursuit brand tracks and 4 adjustable rod holders. I ordered them from a dealer in michigan and they were shipped direct from factory. The new rod holders are supposed to have "keeper caps" on them. ( a bungee cord to put around the reel, "just in case"). Mine came in without them. I called the factory and they said they were "expecting them any day" and would mail them out. this has been two months ago. Repeated calls to the factory and all i get is voice mail. No return calls or emails. I spoke with the dealer and he's having trouble getting orders filled as well.
Anyone else experinece this kind of prob? Wishing i would of gone with Bert's now.
