I've spent a lot of time thinking about this issue like a lot of other people and still have many unanswered questions, a couple which I'll ask here. I haven't been able to keep up with all the articles on this, so I apologize if this has already been covered.

Where does the DNR come up with this 24% harvest target and how hard to they negotiate on this number, or is this their own number and they negotiate how much the tribe gets in pounds, then plug this percentage in and come up with our target pounds?

How many pounds have the Tribes taken in the 10 years previous to their netting rights being upheld?

I strongly beleive this lake would be in good shape for a long time with a consistent 4" slot with one over 28" during the entire Walleye season. I think the DNR knows that, but they won't say that because this would go over their "magic" pounds/harvest percentage number.

Why isn't the DNR fighting harder at the negotiating table? Do they view this as someone else's fight or do they view this as a no-win situation or is it a fear factor??

I personally only keep 15-19" Walleyes regardless of the lake, but I don't expect everyone to have to follow a tight slot, regardless!
