I cut the bolts off on my 25hp on the CMC so they wouldn't hit, I don't ever remove the motor anyway. You may be able to shorten and modify the bolts so that you can still use the handles

I don't think the title needs to be signed, US Customs may only need a copy. I think Customs has to be notified 3 days in advance, sometimes they need a copy of the trailer title or MSO too
