The chain serves two purposes.
The weight helps the anchor dig in.
The chain acts as a shock absorber.
10ft of chain is a good lenght to start at.
Make sure you also let out enough line (rode)...

Having said that, waves out on the water can be totally out of sinc because of many factors....
