It's not the fisherman that are at fault. It's the governments. The national governement of U.S. doesn't want to step in because it is not really hurting them. What it is hurting is Ohio, Michigan, etc. If the walleye fishing remains poor for a couple of years, the economy of the states, not the government is going to suffer the impact.
