The surge brakes on my shore lander trailer seem to be partially engaged I jacked up tire and can tire barley moves. Any help would be greatly appreciated.

There is a lever or tab under the ball hitch, push it up to relive the pressure on the brakes. Also check to see that the brakaway cable did`nt get pulled part way. Wiredog

When you jacked it up, was it disconnected from the tow vehicle? If not, it should be.

the last thing i tried. i cracked open the bleeder valve on both calipers and that released the pressure on the brakes took it for a test drive and the brakes did the same thing.

Jack up the wheel and crack the bleeder Valve then try to spin the tire. Did the wheel spin free after you cracked the bleeder valve?

Are they disk or drum brakes? I recently had a similar experience on my wifes front wheel drive car. One rear brake began hanging up. After I took it apart I had found the brake shoes were shot and the adjuster has adjusted the brake all the way out. Replaced the brakes and had the drums turned and the problem was solved. Hopefully it's something as simple as that.
