5th - should these issues not be corrected, then check for a good local attorney (prefer one that fishes - seriously) and ask them to review your documentation and give you their recommendations.
If I could pass along several key suggestions: a) keep good detailed notes with photos - the photos speak volumes and b) be polite, professional AND persistent.
