Keep in mind that that test report has the old Lightning gearcase. First thing I would try would be a new prop and get some solid numbers to start with. Having a damaged prop can cause to many variables.
I run a 24 RakerII and a 22 Viper on my 620/250HO. The Raker is faster (just over 60) but the Viper has better driveability.

I was assuming he has the lightning gear also unless it was changed out? As far as not hitting full rpms at wot, I dont know, I would bring it in and have it hooked up to see if there is any issues.
