I believed I read an article about this very topic. It said the WIDNR watered down the river strains they were becoming true giants when they dammed the rivers by introducing an inferior strain(mud lake i believe). Simply put the widnr went for quantity instead of quality like the mndnr. The genetics that produced the Spray fish dont exist in wi anymore.
