Your best bet is to call Cajun's Bait in Utica. He can give you current river conditions. You can also look under the Spring Valley website. It can be accessed through Walleye Central in their walleye clubs page. According to that, Starved Rock is icey but open, but all other launches appear to be frozen.

all mian ramps on the illinois river are open
except for spring valley. the lagoon is iced up.
alot of boats are using the ramp directly across
from the red door in peru. the fishing has been
good. also the ramp at starved is good also
and all bait shops are open! good luck
