As a word of caution, Cabela's has been changing the way qualifications are done. There was some confusion last year during the transition, but this is WHAT I UNDERSTAND, which could be totally wrong. ;)
No single organization or circuit will automatically be "given" x number of spots. There are a list of circuits which you may fish to qualify for the NTC and from this list, Cabela's will subjectively select a representative number of anglers from each state based on the list of partiocpants they are allowing from each state.
For example, New Mexico is allowed 3 teams for the NTC. I'm running a circuit here (only one this year, but next year we would liek 4 or 5) and that tournament is on the list of clubs that will be looked at to qualify anglers from this state. However, it is not the case that all 3 teams will come from my tournament, nor is it the case that they will not. If I fish the WWC, CWA, TWA and HDW circuits that will probably be a bigger factor than if I was to just fish my HDW tourney circuit. Again, this is speculation based on a few conversations with Chuck Borcher, but I feel Cabela's is tryign to alleviate the problem of having a small circuit start up and have 10-15 teams each tourney and then take 5 anglers from that circuit when you have multiple circuits in Midwest areas with hundreds of teams that don't qualify every year even thought they may be more deserving.
In the end I think Cabela's is heading in the right direction, they are trying to allow people to fish wherever they want and yet expand the Walleye tournament fishing at the semi-pro level (I don't think the NTC is made up of am's personally, but they aren't pros eitehr ;) ).
In the end they are trying to raise the bar somewhat, but with anything that has no set criteria, they won't be able to please everyone, but that IMHO is the only way this stuff can work.
