What Tim said, vent holes, probably best placed over the forward axle, imagine the highest point of the fender as the trailer is backed-down the ramp. I'd bet you could watch the air bubbles just pour out of there.

Eric,
If you really think that it is air trapped under the fenders, pick up a good sucker pump.

Then, put the trailer in the water and as it is floating, put the hose from the sucker pump and suck out any air that might be trapped under each fender. See if there is actually any air trapped under the fender to suck out. If you do get air out from under the fenders and get the trailer to sink, then you know that trapped air is your issue and you can address it by inserting drainage holes in the fenders.

As far as that goes, you could even put a stainless steel screen or drain on the top of each fender which would look like part of the original design.

A simple screen like this or a similar one would easily let out any air that might get trapped in the fender:

If I poke holes in the fenders, am I not putting the boat at risk from debris and gunk coming off the road? Hence why we have fenders?

Before you do anything with your trailer, you need to be clear about what exactly is causing your problem.

Research it, figure some solutions, and solve it.

depending on the size of the hole (I'm thinking to start with 1/2" diameter) you could always plug them when on the road. http://www.go2marine.com/product/355...googleshopping

I still would like to know what the manfacturer has to say about it

Agreed and its something i would do asap. Surprised you haven't already asked them or the dealer.

Before I started removed fenders and drilling holes I would talk to the dealer and or manufacturer.

Looking at the photo of the trailer, I can only see maybe the upper 1/3 of the fenders getting trapped with air if that's the case, but that depends on the incline of the ramp though.. Are you even submerging the whole fender underwater? As you should only have to back the bunk trailer in far enough that the tip of the top forward bunks are partially submerged or slightly out the water depending how your boat loads on your trailer. I'm betting it has more to do with the 4 tires on a light trailer because these days, alot trailers are not built all that heavy and tires float or you are backing it in too far that if the fender is capturing air, it is making it more buoyant.
