I bought a salt water fishing boat a few years ago, brand-name of Sea Hunt. They were touting their transoms being made with Coosa Board which was not supposed to get rot like wood transoms. Don't know if they still use it, but a person might go to their web site to see. I didn't cut my transom open to see what it was like, but did own the boat for five years before selling it to a boating club.

Default Plywood is best

Marine grade a plywood and west system epoxy laminate adhesive
Marine plywood if not in stock at a local old fashion lumber yard they can order it
West system epoxy maintains a good flexibility after curing and is a great bonding and sealing agent

A friend used a piece of micro-lam beam a few years ago. After he encased it in fiber glass it was the right thickness. He drilled all the holes then saturated them with polyester resin before putting in the bolts and drain tubes. It wasn't done long enough ago to say how long it will last but it seems extremely solid and has held up for 3 or 4 years.
