What should I set my ping speed and chart speed at fishing 20 feet of water or less.

I don't fish that deep plus its hard to find 20ft of water that produce good fishing in the inland lake I fish. 12 to 16 will be my range and I guess thats not very far from yours. My ping Speed 100%.

Im quite sure you would want the chart speed at max, all the time.
