Throttle Sticking

Just wondering if anyone has ony insight into a problem that I have encountered recently. Sporadically, my throttle will not move out of the neutral position. I can attempt to move it back and forth to no avail for several minutes then, miraculously, it will pop out of neutral. Once it is in gear, I can move it back and forth between forward and reverse without any problems. The issue only arises when it has been locked into neutral. I took the shifter assembly apart and could not see any glaring issues. Just wondering if the problem is at the shifter , or the motor? '04 fishhawk with a 115 johnzuki.
