Default Will a handheld VHF work in this situation?

I have a 3rd floor office in Erie PA facing Presque Isle Bay. I would like to have a way to hear the fishing reports and sometimes keep in touch with the guys on Lake Erie during the week while I'm stuck at my desk. I was thinking of a handheld VHF radio set right by the window, but didn't know if the glass would block the signal or if the small antenna would be enough to grab the signal from the guys fishing 4-10 miles away. Any ideas on this?

I believe it's illegal to broadcast from a shore station with a VHF, unless you have a license. Just wanted to point that out.

I don't think it will reach over a couple of miles, but I'm not sure about receiving since you will be so high. It is against the law to broadcast from a land position so don't tell them LOL
