Default Eagle Fish ID

A friend of mine asked me to look at an old locator he has. Its an Eagle Fish ID portable. I put new batteries in, and measured the voltage at the end of the plug it was 12.64 volts. When I push the on button, all I get is a beep. Nothing else happens. Any suggestions.
