Smart gauges/controls for 60hp EFI Merc $X

I have tried all sorts of things to troll into the 550 rpm area...where can I get the smartcraft gauge/control that can get my 60hp down to 550 rpms?!

I have the smartcraft SC1000 tach that i got off ebay for $125, and it is the new style with the "eyebrows". I also had to get a blue cable from the dealer for like $93. I'm not positive but I think I can only go down to 700-750 rpms which is the factory idle setting on my 2008 60efi.
