I have shipped frozen walleye to a friend in Montana from here in New York.

It was costly, but I bought dry ice and a foam cooler from Omaha Steaks, and it arrived within 3 days, and was still rock hard frozen.

As a precaution, get it insured for a bunch of money, so they are sure to get it there on time ! ! !

Just check with the shipping company for the limit on the amount of dry ice you can ship.

Even better if you can seal the cooler with plastic shrink wrap to help maintain the dry ice.
