My guess would be lack of food. This same thing happened on the Missouri river in South Dakota back in 97'-98'. The river was extremely high in 1996 and the Corps of Engineers opened up the dams and the smelt passed through which resulted in lack of food for the walleye's. My dad caught one that was 25" long and only weighed 2.5 lbs, it was a really sick looking fish. It has taken up to the last couple of years to get the fishing back to the old ways, hopefully the flood from last year doesn't have the same results.
