Default DO CANADIANS NEED AN I-68 TO FISH IN US. WATER?

I have heard different stories about needing an I-68 to fish in USA water. I am Canadian and have an American licence. I fish the Detroit River. Some guys have been stopped by the Coast Guard and told that they can lose their boats if they don't have the I-68. Anybody know for sure.
Also, I saw the US Coast Guard heading down river at about 6.15 this morning. Did antbody run into these guys today and did they check any Canadians? Thanks for the information

The way I understand it, you only need one to go on shore for over 72 hours.

All you need is a fishing licence for US waters.That form is only if you step on US soil.....Coast Guard could care a less how many fish you keep.There just a bit busy with nuts that want to blow stuff up.
