It depends on what province you are visiting manitoba is 18 yrs
ontario is 19 not too sure about the others.

Yes as long as he is of legal age . "Alcohol may be imported by persons of legal age, as prescribed by the Province at the point of entry. The minimum ages are as follows:
18 - for Quebec, Manitoba, and Alberta & PEI 19 - for all Ontario and all other provinces or territories. Paul PWaldow123@aol.com

It is legal if you go thru the border at manitoba. You could do that then go wherever you want once you've got the booze in.
