Any advice on these bolts that go through the transom ? Some of them look questionable with the sealant around them pealing away . Most look fine but want to double check if I could back them out...

I have a scupper in the splashwell of 2003 crestliner break loose and start peeling away . I remember looking at these 2-3 trips ago and they looked tight and fine so hopefully not much water got in...
