He needs to shorten his motor not lengthen it, hence the need for a jackplate. He could always take the 25" shaft out and put a 20" in but adding jackplate may be easier.

I had 25" Yamaha f150 4 stroke mounted on a 20" transom 1987 Lund Baron and it worked fine, so yes it can be done. But i would look at some bass fishing websites as those boats are all 20" transoms...
