I'm no expert, but I don't think you will get enough heat from that set-up. I think a 30A circuit will allow 7500 watts at the very most and you will want at least 10K watts for a garage that size...

The $1.19 I stated is a 350 gallon minimum (filling a 500 lb tank) with no other charges if you own the tank. I would guess they have a small annual fee if you rent the tank, but I'm not sure.
