Are you sure you're getting 24V? Check with a multimeter on the TM side (like at the plug). Sounds like you're either hooked up for only 12V or you have 1 bad battery. Does the TM seem weak?
If you previously had a 12V motor on this rig and didn't rewire the plug that may be a reason that you are only getting 12V too.
