The advantage of having the bags under the boat, is that they are under the boat.
i.e. when you turn, and or land a fish, or cast a line you do not have to worry about a bag being beside the boat.
Also, by having the bags under the boat, the bags tend to pin the bow in place so that the wind does not blow the bow back and forth as you troll for the fish.
