Keep in mind the sun angle right now is the same as it is in September.

I notice that at 30 degrees here many are wearing very light Spring jackets and a few people in SHORTS. The sun is out and I think many are just going from car to stores, their house etc. But if this was September, at 30 they would be dressed up like Admiral Bird. Now remember this, when its July and you tell someone you felt OK with this temp and maybe a pull over light fleece or something similar. They will think you are not remember the temp correctly,..maybe 40 or more like 50 but not 30.

I can remember some years ago after a very long sub zero cold snap, I was downtown one night and many people were walking in light Spring wear. No wind, the temp on the time/temp backs said it was 17. I also had a very light jacket and was walking which probably helped but I felt totally OK.
