this winter would be a good time to move batteries to the other side and move anything that's not fastened down to the other side. usually, if the foam gets waterlogged it doesn't usually just happen on one side. you may have a problem with load distribution that you need to address first. if the foam is waterlogged it would explain the low rpm as the boat is pushing more water.

what pitch prop are you using? does it get out of the hole slowly? what is the max RPMs for your motor? the correct prop will give you a much better hole shot to start, and probably more top-end speed than your getting now at only 4200 RPMs.
