if you're just wanting to get below 1.5 I would get the lowest pitch prop they make if it's only used for trolling. that should slow you down below 1.0 and slower. but if you want infinite control get one of the throttle controls like talked about above. and with the low pitch prop, you'll have control a few 10's at a time. but I do believe the prop will get you down below 1.0.
if all this doesn't work you still have the bag option. have you checked your speed with the motor in gear before taking the throttle up any.
another option you may have is to add idle before moving the throttle. just screw the idle screw in until it reaches your target speed. I've idled my Mercruiser 350 down to get a slower speed. but then started using bags and now to run 2.0 mph I have to add throttle. but I idled from 750 rpm's down to 600. I don't remember how much it slowed me down but it did make a big difference in speed.
if you can idle down to slow speed it shouldn't be a problem to idle up just a bit. you just don't want to go to far or you'll get hard shifts and maybe a little more grinding when you shift into gear. but as long as its not a problem just leave it.
