Friend of mine got his whole boat scratched up like this and he had all the decal stripped and the local graphics guy made him up some new graphics that covered up the scratches. Takes a little imagination but it looked great and you could not tell the boat was scratched up. Alot cheaper than a paint job and looked great.

That might be the most economical solution!
