How do I add a profile picture?

I'm following Walleye Central's on-screen instructions, the file - which is a 100 x 100, 3.81 KB jpg, well within the maximums - is being found via Browse and recognized (the screen shows it to me as my current selection), but when I then try to save changes so it becomes active the screen just says "Upload of file failed." What am I doing wrong?

And while I'm at it, what's the difference between a Profile Picture and an Avatar?

ADDED BY EDIT: Never mind, looks like I was successful in adding an avatar - even though following the steps for it, too, resulted in a screen that said "Upload of file failed." System must have a few glitches in it.
