which provides better walleye fishing in a river, rising level or falling level?

I would say rising, but my theory is based on flow more so than actual depth of water. I would guess that as levels rise, flow rate will also rise. In all my experience I have found fish to bite better the more the river is flowing.

Fish like current. They will find a slack water spot in the current and wait for bait to be flushed into their ambush spot for a quick lunch.

Works well to cast so that your boat floats into those slack areas in the same way that a natural bait would float down to the waiting attach predators.

I've always had much better luck with falling water levels. Rising water levels usually create dirty/muddy water conditions which always makes fishing more difficult. Also, the uptick in current will push them out of their normal feeding areas as baitfish move to get out of the current.

on the miss in my experience the bite is always better in falling conditions.
