Default It depends

It depends a lot on how the motor was put away and stored. Was it run out of gas or was a good dose of fuel stabilizer added to the last tank. If not you may have to remove the carb and clean. Also check first to make sure you have spark, often sitting if they're in damp conditions some rust will develop on the flywheel and they need to be cleaned up.

Then again, if it was run out of fuel and stored in a dry place, you may just add gas and pull the rope a few times and be in good shape!
